Recommended Action for ACER-CART AGM Motion 2009 M-1: National Securities Regulator

Recommended Action for ACER-CART AGM Motion 2009 M-1: National Securities Regulator
At the 2009 ACER-CART annual meeting, the following motion was passed:
“That ACER-CART lobby the federal government and opposition parties to establish a National Securities Regulator through legislation that enhances the rights of investors,
and seek support of other national seniors’ organizations.”
A request for support via the Congress of National Seniors Organizations (CNSO) was made in the Fall of 2009 for the concept to be included in CNSO’s annual brief to the
federal government, but support was not possible as CNSO required the agreement of all its member organizations before it could be included and their brief’s presentation was
imminent.
A support document for the concept of a National Securities Regulator and a list of recommendations on the issue were developed by our Vice-President Arnold Hull who
chairs the ACER-CART Pension & Retirement Income Committee. These documents were reviewed by the ACER-CART executive at its December conference call and direction was
given to proceed. Our immediate objective was to communicate these recommendations to the Canadian government and Opposition, as well as to ACER-CART member organizations.
Letters have recently been sent to do this.
Directors are asked to assist by relaying the two documents to their organizations and requesting that the recommendations be used to solicit support from the Members of
Parliament in your jurisdictions, and to communicate support for the recommendations to the federal and/or respective provincial governments.

Recommandation sur les mesures à prendre concernant la motion M-1 de l’AGA 2009: Régulateur National des Valeurs Mobilières.
La motion suivante fut approuvée lors de l’AGA de ACER-CART:
Que ACER-CART approche le gouvernement fédéral et les partis d’opposition pour la création légiférée d’un poste de Régulateur national des valeurs mobilières pour améliorer les droits des investisseurs et qu’on demande l’appui des autres organisations nationales d’Aînés
Une demande d’appui a été faite à l’automne 2009 au Congrès des Organisations nationales d’aînés (CONA) afin de faire inclure ce concept dans le mémoire annuel de cette organisation au gouvernement fédéral. Cependant, l’appui n’était pas possible vu que les règlements exigent l’approbation préalable de toutes les organisations membres de CONA et la soumission du mémoire était imminente.
Un document d’appui au concept du poste de Régulateur national des valeurs mobilières ainsi qu’une liste de recommandations sur le sujet ont été préparés par notre Vice-président, Arnold Hull qui est aussi Président du Comité des Enjeux de la Retraite et des Pensions. Ces documents ont été révisés par le Conseil exécutif de ACER-CART lors de la conférence téléphonique de décembre et l’ordre de procéder a été donné. Notre objectif immédiat était de communiquer ces recommandations au gouvernement et à l’opposition canadiens aussi bien qu’aux organisations membres de ACER-CART. Des lettres dans ce sens ont été récemment envoyées.
On demande aux Directeurs de nous aider en distribuant les documents pertinents à leurs organisations et en demandant que ces recommandations soient utilisées pour demander l’appui des Députés des circonscriptions et de communiquer les appuis reçus aux gouvernements fédéral et provinciaux respectifs.
